S. 209 – PROGRESS for Indian Tribes Act

Introduced by Senator John Hoeven (R-ND) on January 24, this bill undercuts the federal environmental review process by delegating NEPA responsibilities to Indian tribes for specified construction projects, which could eliminate public involvement and restrict judicial accountability under federal laws.
