S. 218 – ONSHORE Act

Introduced by Senator John Barrasso (R-WY) on January 24, 2019, this bill would entirely eliminate public input and environmental review for oil and gas projects on federal lands. For offshore oil and gas development, the bill allows critical NEPA reviews to be bypassed by requiring inclusion of unexecuted leases into a previous five-year leasing plan. For onshore oil and gas development, the bill delegates to states the exclusive authority to issue and enforce drilling permits, which potentially eliminates public involvement, review of oil and gas development impacts, and judicial accountability under federal laws.
